Sub: Memorandum of Appeal.
Your Excellency, the Prime Minister of Nepal,
May I introduce this Memorandum of Appeal representing Bhutan Peoples’ Party and on behalf of the Bhutanese citizens languishing in the Exile and the third countries under your kind consideration and sympathetic actions, please?

Bhutanese Refugee imbroglio has become a stalemate for decades. Suffering on the side of Bhutanese citizens in the exile is unimaginable, and the generation of our living proof has been waning day by day. Despite our doting interest for repatriation and Nepal’s growing consideration in getting this resolved mutually went ineffective till date. This scenario has influenced the political image of Nepal and significantly shaped the life of refugees being scattered to vanish somewhere. Bhutan’s affectation, India’s non-interventionism, and Nepal’s political instabilities gave enough room for the international players. The repercussion is resettlement, which many of them rebuilding and living their life away from their country and families. I would like to take this opportunity to acknowledge and appreciate all the efforts, including 15 rounds of bilateral talks with the government of Nepal to resolve the Bhutanese Refugee crisis. Once more, I would like to appeal your Excellency to revive and solve this crisis.

In 2006, when your Excellency was the Minister of Foreign Affairs, your Excellency’s dynamic take on repatriation and solidarity on our return to our land with dignity and honor didn’t get materialized. Now, we are hopeful and proud that Nepal has formed a super majority-led government with your Excellency’s patriotic leadership, and our families in Bhutan are equally optimistic about our unification with them shortly. Your Excellency’s political veteran diplomatic leadership has already made a significant impact in building the regional relationship and flourishing Nepal’s regional leadership to the international community. Wishing you good luck in global leadership, I would like to seek your attention and appeal for your thoughtful reflection to sightsee Bhutanese refugee crisis and partake your excellency’s leadership to formulate possible solutions so that we can go back home with dignity and honor.

We have always been hopeful, optimistic, and dependable with your Excellency’s vision, support, and mercy to the underserved and unrepresented citizens surviving injustices and their cousins. We would like to appeal for the same rays of hope come to our life full of miseries in Jhapa and Morang, fathom with brotherhood, and accomplish our lost nationality bloomed with patriotism in our motherland, Bhutan. I hope that your Excellency shall invent an avenue to formulate a durable solution to end this appalling Bhutanese refugee crisis.

Your’s respectfully,

Balaram Poudyal
President,
Bhutan Peoples’ Party
