One-Vote Shock: Opposition MP Elected Speaker, Huge Blow to Tobgay Government

Thimphu: Bhutan’s National Assembly has elected opposition MP Tempa Dorji as its new Speaker by a margin of just one vote, in a result that could have wider political implications for Prime Minister Tshering Tobgay’s government.

Tempa Dorji, 58, of Maenbi-Tshenkhar Constituency, secured 24 votes in the election, while Health Minister Tandin Wangchuk, 60, received 23 votes. All 47 members of the National Assembly took part in the vote.

The election was held today during an extraordinary sitting following the resignation of former Speaker Lungten Dorji.

The outcome is particularly notable because the ruling People’s Democratic Party (PDP) holds 30 of the National Assembly’s 47 seats, while the opposition Bhutan Tendrel Party (BTP) has 17. A total of 24 seats is required for a majority.

Despite its clear numerical majority, the ruling party could not secure the election of its candidate to one of the most important positions in Parliament. The result has raised questions about unity within the PDP and the strength of support for the government among its own members.

The recent Cabinet reshuffle and reported differences between some ruling-party MPs and Cabinet members may have contributed to the unexpected outcome.

For Prime Minister Tshering Tobgay and his government, the result could be viewed as a serious political warning. Although the Speaker’s election is not formally a vote of no confidence, the government’s failure to secure the position despite holding 30 seats is politically significant and could point to growing dissatisfaction within the ruling party.

The one-vote margin also highlights how individual votes can influence the direction of Bhutan’s parliamentary politics, despite the government’s comfortable majority.

Tempa Dorji’s election now puts him in a key position at a time when the ruling party faces questions over its internal cohesion and political direction.

It remains to be seen what will unfold within the ruling party in the near future following this debacle.
